On September 23, President of the Republic of Azerbaijan Ilham Aliyev received Toivo Klaar, European Union Special Representative for the South Caucasus.
During the meeting, Toivo Klaar positively assessed the President’s address to the people of Azerbaijan on September 20, the ideas expressed in that address regarding the reintegration of the Armenian population of Karabakh, and the meeting held in Yevlakh with representatives of the Armenian residents of the Karabakh region.
In turn, the President of Azerbaijan referred to the points made in his September 20 address regarding the reintegration of the Armenian population of Karabakh, stating that all their rights—including education, culture, religion, municipal governance, elections, and other rights—would be ensured. President Ilham Aliyev highlighted that a working group headed by Deputy Prime Minister Shahin Mustafayev had been established, with its primary functions being the resolution of social, humanitarian, economic, and infrastructure issues in the Karabakh region, and he noted that during the meeting in Yevlakh, Azerbaijan’s plans for reintegration were presented.
